WHAT IS THE SSS CALAMITY LOAN ASSISTANCE PROGRAM (CLAP)
The Social Security System (SSS) has started accepting applications for the Calamity Loan Assistance Program (CLAP).
If you are an active member who has been affected by the COVID-19 pandemic, you can apply for a loan of up to PhP20,000.00.
According to the SSS, more than 1.74 million members are be eligible to apply for the program.
You can submit an application until September 24, 2020.
The loans are payable in 27 months, with the first payment not due until the fourth month. You will be charged a 1% service fee, which will be deducted from the loan.
HOW TO APPLY FOR CALAMITY LOAN ASSISTANCE PROGRAM (CLAP)?
To apply for the program, you have to register at the official Social Security System website here.
WHAT ARE THE REQUIREMENTS TO APPLY FOR CALAMITY LOAN ASSISTANCE PROGRAM (CLAP)?
To be eligible for the program, members must have:
- at least 36 monthly contributions (including 6 within the last 12 months prior to application)
- a valid residential or employment address in the Philippines
- SSS members who have outstanding loans are NOT eligible
- SSS members who have received retirement or total permanent disability benefits are NOT eligible
Supporting documents indicating that you are a resident of an identified calamity zone are not required for this loan.
Payments will be made through your Unified Multi Purpose IDs, Union Bank of the Philippines Quick Card or by cheque mailed to your home address.

The Philippine Government’s Department of Finance (DOF) has just announced a program that will provide support for workers employed by small businesses who were affected by the COVID-19 crisis. It’s called the SSS Small Business Wage Subsidy program.
The program will provide support to over 3.4 million workers employed by over 1.5 million businesses in the Philippines who were adversely affected by restrictions imposed by the Philippine Government in response to the COVID-19 pandemic.
WHO CAN APPLY FOR THE PROGRAM?
Employers who are not classified as a Large Taxpayer can submit applications for their workers.
Only employers whose businesses have not been included in the Large Taxpayers Service List by the Bureau of Internal Revenue (BIR) can submit applications for the program.
STEP 1. EMPLOYER CHECKS FOR BUSINESS ELIGIBILITY WITH BIR, APPLIES FOR SSS PASSCODE
Employers should check to see if their business qualifies on the official BIR website.
Employers need to enter their business’ Tax Identification Number (TIN), which will be used to determine whether or not they qualify for the program.
Eligible employers will be provided with a passcode to be used during the next step in the application.
STEP 2. WORKERS SUBMIT APPLICATION AT SSS
Employers will provide the passcodes to workers, who will log in to their personal Social Security System (SSS)online account.
Workers should register for a personal SSS online accounts (if they don’t already have one), and provide personal bank information before the start of the application process.
Employers and workers will complete the online application together.
Workers will enter the BIR provided passcode and their Tax Identification Number (TIN).
Workers will be asked whether or not they have received the Department of Labor and Employment (DOLE)’s COVID-19 Adjustment Measures Program (CAMP).
Workers will provide consent to share their personal information with the BIR, SSS and DOF.
Employers will submit a Certification Attesting to the Work and Pay Status of Employees at email@example.com
After submission of the application, SSS will validate that workers have no contributions pending, and that they have not received any unemployment benefits as a result of COVID-19, including CAMP.
SSS will also validate if a worker has any final claims currently in process, including retirement, total disability, death or funeral claims.
In the event a worker is ineligible, SSS will provide the reasons to the employer.
Eligible workers will receive an email notification from SSS informing them how they will receive their money.
WHAT ARE THE REQUIREMENTS FOR THE PROGRAM?
Employers classified as non-essential and quasi essential can apply for the program on behalf of their workers who were affected by the Philippine Government’s response to COVID-19.
Employers must continue to actively maintain the status of eligible workers for the duration of the program period.
Failure to maintain the status of eligible workers for the duration of the program period will result in employers reimbursing the Philippine Government the full amount.
Workers must be employed as of March 1, 2020, but did not receive salaries for at least two weeks due to the Philippine Government’s response to COVID-19.
Workers can be regular, probationary, seasonal, project-based or fixed-term.
Workers who resign during this time will not be eligible for the program.
WHEN CAN I APPLY FOR THE PROGRAM?
Eligible employers and workers can start applying for the program starting April 16, 2020.
Applications for the program will be accepted until April 30, 2020.
The funds are scheduled to be distributed in batches, with the first batch scheduled for May 1, 2020 to May 15, 2020. The second batch is scheduled for May 16, 2020 to May 31, 2020.
HOW MUCH CAN YOU GET FROM THE PROGRAM?
Eligible workers will receive PhP5,000.00 to PhP8,000.00, depending on their monthly regional minimum wage.
