CANADA TRAVEL RESTRICTIONS

Coronavirus Disease (COVID-19) Advisory

Starting on January 6, 2021 at 11:59PM EST, you must provide proof of a negative COVID-19 laboratory test that was administered 72 hours before boarding your flight for Canada. Upon arrival, you must follow the mandatory 14 day quarantine requirement.

Negative PCR Test Requirement

You must provide proof of a negative COVID-19 laboratory test before being allowed to board your flight to Canada.

Only Polymerase Chain Reaction (PCR) or Loop-mediated Isothermal Amplification (LAMP) COVID-19 laboratory tests will be accepted.

All COVID-19 laboratory tests must have been taken not more than 72 hours before your scheduled departure from the Philippines.

Antigen COVID-19 tests will NOT be accepted.

If you have any questions about providing negative COVID-19 laboratory test results, contact your air carrier immediately.

Your COVID-19 laboratory test results MUST include the following information:

Mandatory 14 Day Quarantine Requirement

You must complete the mandatory 14 day quarantine requirement when you arrive in Canada.

Failure to meet the mandatory 14 day requirement may result in your being transferred from your place of quarantine to a government quarantine facility. You may also be made to pay significant fines and be subject to imprisonment.

You must proceed to your place of quarantine immediately upon arrival in Canada.

Report your arrival to your place of quarantine using the ArriveCAN app or call 1 (833) 641-0343 or 1 (888) 200-4881.

You are also required to perform a COVID-19 symptom self-assessment during ever day of your mandatory 14 day quarantine.

You are not allowed to leave your place of quarantine except for the following reasons:

  • medical emergencies or,
  • essential medical services or treatments (such as taking a scheduled COVID-19 laboratory test).

During your mandatory 14 day quarantine, you are not allowed to use shared spaces such as lobbies, courtyards, gyms or swimming pools and spas.

You are not allowed to entertain guests for the duration of your 14 day mandatory quarantine.

You may be contacted by provincial or territorial public health officials who will check to see if you are following the mandatory 14 day quarantine.

How much is the placement fee for Canada?

Before you start looking for a job in Canada, you should keep in mind that Canada is a No Placement Fee country. That means, unlike many other popular destinations for OFWs, recruitment agencies for Canada are NOT allowed to collect placement fees for jobs in Canada.

If you are charged a placement fee, or if you are asked to make a payment without being issued a receipt, report the recruitment agency to POEA immediately.

Canadian employers are required to shoulder the costs associated with the recruitment of OFWs, including airfare and placement fees.

What are the basic requirements for working in Canada?

In most cases, to be able work in Canada, you must meet the minimum requirements of both the Government of Canada and the Philippine Government, including:

  • a Canadian employer with a valid Labour Market Impact Assessment

How to apply for jobs in Canada from the Philippines?

The single most popular question we get when it comes to finding a job in Canada is: “How to apply?”.

Unfortunately, the answer isn’t as simple nor straightforward as you’d hope it would be.

Going to Canada, especially as an OFW, is a very complicated affair, dependent of many requirements being met, by both the Canadian Employer as well as the OFW.

Both the Canadian Employer and the OFW must also meet the minimum requirements of both the Canadian and Philippine Governments.

While you may be tempted to pay illegal recruitment fees to make things easier for you, we have one piece of advice for you: DON’T.

When it comes to submitting an application to work in Canada, there are no shortcuts.

True, many before you have tried, and some have actually found loopholes in the system that allowed them to come to Canada as OFWs, but it never ends well.

If you want to come to Canada, our best advice is to follow the rules. If you are submitting an application from the Philippines, ONLY deal with recruitment agencies for Canada licensed by the Philippine Overseas Employment Administration (POEA).

POEA licenses recruitment agencies in the Philippines, allowing them to represent foreign employers looking for qualified workers to fill positions they are unable to find local workers for.

What is a recruitment agency (and do I even need one?)

In the Philippines, Recruitment Agencies are private companies that look for workers on behalf of Canadian Employers.

Recruitment Agencies gather resumes and CVs (sometimes called manpower pooling), allowing Canadian Employers to choose from a pool of candidates.

Recruitment Agencies are paid by Canadian Employers for their services, which include interviewing OFWs.

Unlike manpower pooling for other countries, Recruitment Agencies are NOT allowed to collect placement fees (sometimes called recruitment fees) for OFWs bound for Canada.

Do NOT make any payments to Recruitment Agencies if you are applying as an OFW in Canada.

If you absolutely must, make sure that all payments are documented and you are issued a receipt. Do NOT make any payments through wire transfer services such as Western Union. Remember, if you do not have any receipts, you will NOT be able to get your money back if something goes wrong.

Canadian Employers and Recruitment Agencies can NOT guarantee that you will be allowed to enter Canada.

Only the Government of Canada‘s Canada Border Services Agency (CBSA) has the power and authority to do that (and that only happens when you physically arrive in Canada, with the proper documents).

If you have made payments (under-the-table, or otherwise) to a Recruitment Agency for a job in Canada, report it to POEA ASAP. They’re not supposed to do that.

1) Contact a POEA-licensed Recruitment Agency.

Find out which jobs are available and submit the necessary documents for the Canadian Employer’s consideration.

After a preliminary Job Offer is made by a Canadian Employer (not the Recruitment Agency), both the Canadian Employer AND the OFW must submit requirements to BOTH the Government of Canada and the Philippine Government.

2) Apply for a Temporary Resident Visa (TRV) / Submit documents for Verification and Authentication of Employment Documents

OFWs who have been offered a preliminary Job Offer must apply for a TRV at the Embassy of Canada through the Visa Application Centre (VAC).

Submitting Proof of Funds, results of Language Proficiency and Medical Examination tests as well as Biometrics are all part of the requirements for applying for a TRV.

Canadian Employers must also submit requirements to the Philippine Overseas Labour Office (POLO) which has jurisdiction over the province or territory of employment in Canada. This process is mistakenly referred to by many as Red Ribbon (because of the seal attached by the Philippine Embassy or Philippine Consulate to the employment documents).

OFWs will not be able to apply for their Exit Clearance without the Canadian Employers submitting requirements to POLO.

3) Attend PDOS, apply for OEC / Buy a ticket, get on a plane

Both the Government of Canada and the Philippine Government have safeguards in place to prevent Human Trafficking.

For OFWs, this includes mandatory attendance during the Pre-Departure Orientation Seminar (PDOS).

OFWs must also apply for an Overseas Employment Certificate (OEC) at the POEA. The OEC is presented by the OFW at the airport, before getting on a plane to Canada. OFWs can NOT get on a plane without a valid OEC.

4) Enter Canada with a valid Work Permit

Like all foreigners, OFWs must go through immigration procedures before being allowed to enter Canada.

Canada Border Services Agency (CBSA) officers interview all foreigners, including OFWs, who wish to enter Canada, before deciding whether they can come in or not.

If the CBSA officer is satisfied that your documents are in order, and that your job offer is valid, you will be issued a Work Permit.

Make sure that all your documents are in order, and that the job offer from your Canadian Employer is legitimate, otherwise you WILL be detained and sent back to the Philippines.

What is a job order?

Canadian Employers work with Recruitment Agencies in the Philippines to look for suitable OFWs, by giving them a list of positions they have available.

Recruitment Agencies must register these positions with POEA, indicating the name of the position as well as the number of positions available.

These positions are called Job Orders.

Job Orders indicate when the position was submitted to POEA, as well as the Recruitment Agency responsible for the Job Order.

Unfortunately, there isn’t much additional information available on the official POEA list, such as a detailed description of the minimum requirements you must have in order to apply for the job.

We are both in the Philippines right now I’m Aileen Hipolito-Janicki 43 43byrbs old and my Live-in partner is also 43yrs of age. And we are expecting our child together my due date June 4th 2021. I can bring my child with me because Automatically upon giving birth the baby has a claimed of US ciyizenship. As of today I have a dual citizenship both US/Phil. I don’t want
        to my child we want to apply both of US to start a new life in Canada I just don’t know which suits us for jobs as a family. I cannot left them behind because of this pandemic.
